Do you need a garage door permit in Renton or Kent? For a like-for-like replacement, a new sectional door in the existing opening with no change to the header, jambs or framing, Renton and Kent homeowners usually do not pull a building permit: neither city’s exemption list names garage doors, but a same-opening replacement is generally treated as nonstructural work. A permit is required as soon as the opening changes. Widening a single door to a double, raising the header for a taller door, adding a garage door to a wall that had none, replacing a rotten header or jamb framing, or enclosing a carport all count as work regulated by the construction codes. Perfection Garage Door, based in Renton, handles both kinds of jobs across south King County, and this guide lays out where the line sits, which code applies in Washington, and what a city inspector checks when a permit is on the job. It is a contractor’s explanation, not legal advice: confirm your project with Renton Permit Services or the Kent Permit Center before work starts.
Permit or no permit: the short answer by project type
This is the intake checklist Perfection Garage Door runs on the phone for Renton and Kent garage door replacements.
| Project | Building permit? | Why |
|---|---|---|
| Same-size steel, composite or wood door in the existing opening, same track configuration | Usually not required; confirm with the permit desk | No structural change. Both cities exempt nonstructural replacement work, but neither list names garage doors specifically. |
| New opener only, on the existing outlet | Not a building permit | Equipment swap. A new circuit or ceiling outlet is permitted separately by the electrician. |
| Widening the opening, for example one 9 ft door replaced by one 16 ft door | Required | A new header carries the wall above it; the city reviews its size and bearing before it is covered. |
| Raising the header for a taller door, or a high-lift conversion that moves framing | Required | The header and king studs change. |
| Adding a garage door to a wall that had none, or enclosing a carport | Required | New opening in a bearing or shear wall. |
| Rotten jambs or a sagging header found during a door replacement | Required if structural framing is replaced; trim and casing alone are not | In Perfection Garage Door’s experience, rot behind the weatherstrip is common on 1970s and 1980s doors in Renton and Kent, and it often turns a no-permit job into a permitted one. |
HOA approval for a new style or color is a separate process: the city does not check HOA rules and the HOA does not check code.
Which code applies: Washington’s 2021 residential code since March 15, 2024
Garage door replacements in Renton and Kent fall under the Washington State Residential Code, the 2021 International Residential Code with Washington amendments adopted by the State Building Code Council, whose implementation note says the code “shall become effective in all counties and cities of this state on March 15, 2024.” Each city administers it locally. Renton’s Building Permits FAQ states that RMC 4-5-060E.1 requires a permit for work regulated by the construction codes, with the exceptions listed under RMC 4-5-060E.2, the code’s section 105.2, “Work exempt from permit.” Kent’s permit center publishes its own exempt-work handout, and its key sentence is that work exempt from a permit is still required to comply with the other provisions of the code. A same-size door that skips the permit still has to go in per the manufacturer’s instructions, with a correctly sized spring system and a safe opener.
Two Washington amendments matter for door-only jobs. The smoke alarm section (R314.2.2, Exception 1) says exterior-surface work “such as the replacement of roofing or siding, the addition or replacement of windows or doors, or the addition of a porch or deck” is exempt from the requirement to bring the house’s smoke alarms up to new-construction standard, and the carbon monoxide section (R315.2.2) carries the matching exception. A permitted garage door replacement in Renton or Kent therefore does not, by itself, trigger an alarm inspection inside the house. The same chapter (R314.2.3) requires a heat detector in a new attached garage, which applies when a garage is built or a carport is enclosed, not when a door is replaced.
What the inspector looks for when a permit is on the job

A Renton or Kent inspection on a garage door project runs in roughly this order, and it is the sequence Perfection Garage Door prepares for.
- Framing matches the approved plans. On a widened or raised opening the inspector confirms the header size, the bearing at each end and the fastening before anything is covered, so the framing inspection happens before the door goes in and the final after.
- The door carries its manufacturer label. Under the 2021 IRC, section R609.4 requires garage doors to be tested to ASTM E330 or ANSI/DASMA 108, and R609.4.1 requires “a permanent label provided by the garage door manufacturer” identifying the manufacturer, the model or series number, the positive and negative design wind pressure rating, the installation drawing reference number and the test standard. DASMA, the door manufacturers’ association, notes the label is new with the 2021 codes, that the rating is in pounds per square foot rather than a wind speed, and that the local building official is “the final authority for design pressure.” Perfection Garage Door leaves the label in place and photographs it for the job file.
- Installation follows the manufacturer’s drawing. The label points to an installation drawing: track and jamb fastening, fastener count and placement, and a spring system matched to the door’s weight. A door hung off its drawing fails even when the door itself is rated.
- The opener passes its safety tests. Residential openers are listed to UL 325, and the DASMA opener safety guide gives the two checks: photo eyes mounted no higher than 6 inches above the floor, and a 2 by 4 laid flat under the door that makes the closing door stop and reverse. The door must also refuse to close while a hand breaks the sensor beam.
- Alarms, only when the scope goes beyond the door. Door-only exterior work is exempt from the smoke and CO alarm trigger; a permit that also covers interior work or a new garage brings the alarm and heat detector checks with it.
Renton and Kent: where to ask, and the address trap
For Renton properties, Perfection Garage Door points homeowners to Renton Permit Services at permittech@rentonwa.gov or 425-430-7215. The city’s online system is the Civic Access Self-Service Portal, where over-the-counter permits are applied for and inspections scheduled, while anything needing plan review (a new header does) goes through the Permit Services team; the residential building permit application lists “garage” among its project types. For Kent properties, the Kent Permit Center is at 400 West Gowe Street, in the building directly east of City Hall, with forms and permit status on kentwa.gov.
The trap is the mailing address. Fairwood has Renton addresses but is a census-designated place in unincorporated King County, and streets with Kent addresses sit outside Kent’s limits in the same way; there the permit authority is King County Permitting, applying the same state code. Check the parcel on the King County assessor’s site before you call a permit desk.
On Perfection Garage Door jobs the technician measures and photographs the opening, header and side room first, so the written quote states whether the project is a same-opening replacement or a framing change. For a same-size door, see our new garage door installation page for the measuring and ordering process. If damage, rot or a failed panel is the reason for replacing, start with garage door repair: a single section or new jamb seals often solves it without a new door or a permit.
Garage door permit FAQs for Renton and Kent
Do you need a permit to replace a garage door in Washington?
Washington sets the code (the 2021 Residential Code, effective March 15, 2024), and each city or county administers the permit. A same-size door in the existing opening with no framing change is treated as nonstructural replacement work and usually does not need a building permit in Renton or Kent; any change to the opening, header or jamb framing does. Confirm with the permit desk for your parcel.
Does replacing just the opener need a permit?
Swapping an opener on the existing outlet is an equipment change, not a building permit matter. A new circuit or ceiling outlet is permitted separately by the electrician. Either way the opener must be a UL 325 listed unit with photo eyes no higher than 6 inches off the floor.
Who pulls the permit, the homeowner or the installer?
Either can. In our experience on Renton and Kent jobs the homeowner usually applies as owner, with our measurements, the manufacturer’s spec sheet and the installation drawing attached, because the application and inspection scheduling run through the owner’s portal account. A framing contractor’s scope goes on the same application.
What happens if the opening was widened years ago without a permit?
Unpermitted structural work can surface at a sale, an insurance claim or a later permit, and the city can require a permit and inspection after the fact. We cannot say how your case will be handled; we can measure the header, report what we see and recommend an engineer or contractor if it needs correcting.
Does my new door in Renton need a wind-load label?
Yes. Section R609.4.1 of the 2021 IRC that Washington adopted statewide applies to every garage door installed under the code, not only in high-wind areas: the door must carry the manufacturer’s permanent label with its design pressure rating in pounds per square foot. Rated doors come with the label from the factory on the inside of a section; DASMA notes that non-rated doors are sold for places without the requirement and carry no label.
